Karbak makes unannounced visits
LIROMOBA, Jul 07: Local MLA Nyamar Karbak made a unannounced visit to Primary Health Centre Liromoba on July 5 last alongwith DMO incharge Dr. Linya Lollen, Dr. Tomar Kamki, Dr. Mate Pal, Kenkar Yomcha Secretary General INTUC Arunachal Pradesh, Koj Kano Registering Officer cum Public Relation Officer APB&OCWWB and host of HoDs and Trade Union leaders. The Medical Officer and Lab Technicians were found absent. It was also informed by the public that the MO and Lab Technician are irregular.
MLA Karbak directed the DMO incharge to serve a show cause notice to both the staff immediately and cautioned that such practices will not be tolerated. He also directed DMO to supply sufficient medicines to PHC for any adversary.
An announced visit to the Govt. Higher Secondary School was also made. The School management team apprised the MLA of the problems being faced by school like shortage of Science and Maths teachers, toilets for girls and boys, boundary problems etc. Karbak sanctioned Rs. 1 lakh for repairing of the boundary wall and promised to sanction Rs. 1.70 lakh for procurement of school books and Rs. 5 lakhs for separate toilets for boys and girls from TFC very soon. He also provided computer sets and printers on request of the teaching staffs. Regarding posting of Science and Maths teacher, he promised to take up the matter with DDSE on priority basis.

Consultative meet on New Education Policy
ITANAGAR, Jul 07: The State Council of Education, Research and Training (SCERT) will conduct a state level consultative meeting on new education policy (NEP) here on July 16.
The Government of India has initiated process to formulate a new education policy through an inclusive, participatory and holistic approach by inviting ideas and suggestions on key policy initiative from the grassroots.
Thirty three themes have been identified for discussions which are divided separately for school education (13) and higher education (20) sectors.
DDSEs of all the districts, Principal DIETs and various stake holders of school education will participate in the meeting.
Faculty from NCERT, New Delhi and NERIE, Shillong will conduct the meeting.
Construction of planetarium opposed
ITANAGAR, Jul 07: The Itanagar City Development Welfare Association (ICDWA) has in a representation to the Capital Complex DC today, strongly objected to the construction of planetarium at the IG Park and urged him to initiate an eviction drive at the said location at the earliest.
Terming the decision of the IT department of establishing such structure which had otherwise served as a playground for youngsters, as illegal and against public interest, it further appealed the administration to demolish half constructed structures and remove construction materials from the park soon.

State BJYM objects to handing over road work to PWD
ITANAGAR, Jul 07: Strongly objecting to the reported decision of the state government to hand over construction work of NH52, a 63kms long road from Bomjir to Pasighat from BRO to PWD, state Bharatiya Janata Yuva Morcha (BJYM) unit, vice president Mongol Yomso has in a letter today sought immediate withdrawal of the said government notification.
While alleging that the deplorable condition of road from Banderdewa to Itanagar is a glaring example of poor quality of work and mismanagement by the PWD, Yomso appealed the state government to let BRO continue the construction work in the said stretch of road to ensure quality work.
AAPSU seeks rescheduling of PWD JE (civil) exam
ITANAGAR, Jul 07: The All Arunachal Pradesh Students’ Union (AAPSU) has in a letter to the state PWD Minister today appealed him to defer the date of written examination for the post of Junior Engineer (Civil) in PWD, which is slated to be held on Jul 11th and 12th next, saying that the date coincides with another recruitment examination being held for the post of JE conducted by the Food Corporation of India at Guwahati and Shillong.
The union in its release said, aspirants hailing from various districts of the state have applied for the said examinations but are unable to attend both due to coinciding of its dates. It further appealed him to consider postponing the dates of the Junior Engineer (Civil) recruitment exam being conducted by the APPWD by at least 20 days.

ITANAGAR, Jul 07: East Kameng Deputy Commissioner SK Singh today flagged off the newly procured water tanker in the presence of ADC P. Jain, EKSWCO Chairman K. Safar Pao,, social worker Boru Sangyu, and the staff of Seppa PHED Division.

Patrolling and mobile patrolling in association with paramilitary forces have been intensified and all district SPs bordering Assam have been directed to liaison with the districts in the neighbouring state to take measures to prevent recurrence of such incidents, state Home Minister Tanga Byaling said replying to a written question by opposition leader Tamiyo Taga and BJP member Japu Deru.
"Coordination with the Assam police is being maintained at the highest level," the minister said.
Giving a detailed account on the incident, Byaling said that on June 3 one Nehru Orang of Serelia village under Assam's Sonitpur district along with his elder brother Kolai Orang and another person Lobin Orang went to Hatimara forest to collect firewood when allegedly Arunachal Pradesh extremists fired upon them.
"While Nehru and Lobin managed to escape, Kolai did not reach the village. On the following day, when they went back to the forest, they found his body with multiple head injuries. An FIR was registered at Behali police station and inquest was done by BDO Behali. The matter is still under investigation," he said.

Delay in release of funds leads to poor implementation of RTE Act

ITANAGAR, Jul 07: Since Right to Education Act (RTE) came into force, schools in Arunachal are still looking forward to a fully fledged implementation of the Act. Various schools have been alleged of charging amounts from students in the form of school maintenance fees, infrastructure fees and admission forms.

The Headmaster also opined that parents of the students should pressurize the Director School Education to look into such matter instead of complaining for the amount taken from them to meet up the basic needs.

NES blames Pul for financial mismanagement, seeks enquiry

ITANAGAR, Jul 07: Financial crisis in the state has become a political crisis. Latest to join the bandwagon is Nyishi Elite society (NES) who has blamed former state Finance Minister Kalikho Pul of the financial mismanagement in the state and has sought constitution of an enquiry committee to look into it.
“Pul has been the longest serving Finance Minister. Financial mismanagement happened during his tenure. It should be he who should be held accountable. He owes us answer this”, said Bengia Tolum, president NES addressing media persons at Press Club here today.
The society expressed disappointment over seeking resignation of Chief Minister Nabam Tuki by the state BJP unit and various organisations blaming him for the financial mismanagement.
“Nabam Tuki was made Chief Minister with thumping majority to run the government. This mandate should be respected. Democracy should be respected,” Tolum said.
It came down heavily on the state BJP unit for leading the movement.
“Some so called leaders are painting wrong image of our state in New Delhi. Play your politics but please do not indulge in such activities”, he said. “We need strong and vigilant opposition in the state”, he added.
It further called on various organisations of the Nyishi community to refrain from getting involved in the movement and claimed that people are playing divide and rule policy.
“Do not fall prey to the people with vested interest”, the NES president appealed.
Arunachal to implement Food Security Act by 2016: Markio Tado
ITANAGAR, Jul 07: Arunachal Pradesh will implement the National Food Security Act (NFSA) 2013 in totality by 31st March, 2016. This was informed by Er. Markio Tado, Parliamentary Secretary of Food and Civil Supplies, Legal Meteorology and Consumer Affairs at the Conference of Ministers and Secretaries of Consumer Affairs, Food and Public Distribution of States/UTs held at New Delhi today. Tado who was accompanied by Director Food and Civil Supplies Liyon Borang informed that Arunachal Pradesh has made considerable progress in the implementation of NFSA where important steps of identification of beneficiaries and formation of Grievance Redressal Mechanism has already been completed as mandated by the NFSA.
Tado highlighted that the State Government was taking necessary steps to enforce the Essential Commodities Act and Prevention of Black Marketeering and Maintenance of Essential Supplies Act. While drawing the attention of the house to the difficult terrain and hostile climatic conditions which is the main cause of reluctance from transporters to carry essential food items to the remotest parts of the state accompanied by increase in prices, the State Government has created an effective price monitoring mechanism to regulate the prices for the benefit of the target population. The prices of essential commodities mainly pulses, cereals, edible oils, onion, potatoes etc are being regulated by the Price Monitoring Cell which has been set up under the aegis of the Directorate of Food and Civil Supplies, he mentioned. Tado mentioned that in Arunachal Pradesh the prices are fixed on wholesale and retail sale basis by the Deputy Commissioners in consultation with the respective local market committees. He further mentioned that the Government has been vigilant in price control especially with reference to the locations in the Assam border.
To further strengthen the food and public distribution framework in the State, Tado informed that necessary interventions like end to end computerisation, Online Allocation and Supply Chain Management and other related measures were taken with the greater objective of checking leakage and bringing transparency in the system. In the state portal, the NFSA digitization data will be available in public domain by 31st July, 2015 for transparency and social audit.
In order to overcome the transportation and logistics bottlenecks, the State Government has submitted a proposal for enhancement of Transportation rates to the Ministry of Consumer Affairs, Food and Public Distribution, Government of India. Tado requested the Centre to increase the entitlement of food grains allocation as well as enhance the entitlement from 5 kgs to 12 kgs per person per month under NFSA 2013 to the State Government.

Two lives saved by GREF personnel
DAPORIJO, Jul 07: The 128 RCC of GREF, which is involved in the construction of road from TCC to Taksing in the most difficult and inhospitable terrain, saved the lives of Tania Chader aged 32 years and his son Tanu Chader aged 11 years, with their prompt action.
The father-
Tanu Chader, who was unable to move and his injured father were carried on improvised stretches and taken to the nearest road head to Kete Nallah after a trek of 4 hours in thick jungles and inhospitable terrain. Both were taken to Limeking MI room, where they were stabilised and given first aid and later brought to Daporijo for further treatment.
Incidents like this establish the role of GREF not only in road construction, but also the close cooperation they have with the people of the different areas they are working in, reports DIPRO.
Informing CM of poor results, AAPSU calls for action
ITANAGAR, Jul 07: A delegation of AAPSU met Chief Minister Nabam Tuki ahead of the budget session yesterday. The AAPSU team apprised the Chief Minister about the poor result of students in the 2015 CBSE exams. A memorandum was submitted to the Chief Minister to give priority to the education and health sector in this budget session.

cleared the class X exams and only 52% in class XII exams (as per report of the Director
of School Education). The union asked the Chief Minister to recruit more teachers
in every department, so that the students do not suffer from the lack of subject
teachers. AAPSU also asked the Chief Minister to construct teacher’s quarters and
bachelor barrack so that the teachers do not face housing problems when they are
assigned to a particular place or district. Construction of boundary walls of the
schools should also be given priority, so that encroachment can be checked and at
the same time the students also get conducive and peaceful atmosphere along with
sense of security when they are in the school. The union also apprised the Chief
Minister that every year schools face lack of basic amenities like stationeries,
desks, benches, books etc. which are essential things for a school to function and

Meanwhile, Secretary (Food & Civil Supplies) Gamli Padu and Deputy Commissioner, Itanagar Mige Kamki have lauded the commendable job done by the team of Food & Civil Supplies officers of Itanagar Capital Complex. They directed the officers to carry out such checking in all the hotels, restaurants and fabrication units etc who are using domestic cylinders in the commercial activities.
Meanwhile, DFCSCO Amit Bengia has appealed to the consumers not to purchase refilled LPG cylinders from the middlemen or black marketeers. He informed that presently the cost of domestic LPG per refilling cylinder is Rs. 710 and if home delivery is not made the consumers are entitled to rebate of Rs. 18 per cylinder.
He also informed that LPG bottling plant located at Kimin was unable to cater the ever growing demand of consumers particularly in the Capital Complex.
The Kimin plant is not able to supply even 50 percent of the total requirement of LPG consignment of state capital. The disruption of road communication has compounded the problem of short supply of refilled LPG cylinders, he said.
Taking advantage of the prevailing road condition, the black marketers in connivance with some of the employees of the Gas Agencies are hoarding domestic LPG cylinders and selling it in black at exorbitant price, he said.
Earlier, Secretary Civil Supplies had personally taken up the LPG shortage issue with Chief Manager of IOCL, Guwahati. Accordingly, LPG authorised agencies of Capital Complex have been directed to make necessary cost deposit to lift consignment directly from Guwahati bolting plant in order to meet up the LPG requirement of the state, especially the Capital region.
ANSU seeks govt intervention in boundary issue

“Home Minister is hereby requested to take up the matter seriously else GoAP will be responsible if untoward incidents take place in near future, it said.
It also called Home Minister to upgrade the existing 3rd IRBN headquater at Monai under Seijossa administrative circle, East Kameng district to State Paramilitary Training centres like Police Training Centre (PTC).
This will not only help protect the people of Tarasso area but will also helps in curbing the huge amount of unnecessary financial investments/burden incurred every year in imparting training of trainees outside the state, the students said.

PWD losing trust

It’s a sad situation to see people of Dambuk opposing the move to handover the highway to PWD. In the hindsight department themselves are to be blamed for it. Wherever PWD took over highway from BRO including in capital complex the condition of road has only deteriorated. When BRO was maintaining the capital road, the condition of road was in healthier state. However, ever since PWD took over things have gone from bad to worse. Situation is same across the state. Despite pumping in of the huge amount of money, PWD has bitterly failed to properly maintain the state road. The department is alleged to be deeply embroiled in corruption, which makes it inefficient. Due to it, people of Arunachal does not trust their abilities and therefore clamour for handing over the state highways to BRO is growing louder with each passing days. PWD should start delivering in order to win the trust of the people.

Need to change the work ethics
Dear Editor,
Through the column of your esteem daily, with deep anguished and discontent I would like to draw the attention of every stake holder and the department concerned about the conduct of their police personnel in the various interstate check gates. This is a small incident that happened in the early hours of Sunday on 5th July 2015.
After a restless journey of two consecutive nights I along with my wife reached the Gumto check gate at 7.15 AM by Network bus service. Thereon, driver announced that there will be security checking and all the passenger were asked to get down. As the passengers were getting out, a shabbily dressed constable came and ordered us to organize ourselves in single line for ILP checking and asked us to produce documents. It was very apparent from his behavior he wasn’t in best of the mood. I as a right thinking citizen did whatever I was asked to do. Just than heavy downpour started and I along with my wife and few fellow passenger after the security clearance took refuge in the shade of police beat house adjacent to the gate to avoid getting wet. On this, same very constable felt so offended and he started yielding his stick and yelled at his top of lungs to immediately vacate the spot and move forward in the open. Every passengers of the bus were shocked to see such a rude behaviour from local service personnel. He even got personal when I protested about his rude behavior and used abusive language and almost got ready to use his stick on me.
Though this is a small incident and can be brushed aside but such unprofessional and unbecoming behaviour on the part of our service personnel raised several key issues.
Do our police lack professional ethics? Do they lack even basic civic sense or are they too inefficient to handle even humble and law abiding citizen in proper way or are they over worked or over stretched with work.
But, whatever may be the cause, nothing justifies such irresponsible act. At a time when our state is competing with others in tourism and hospitality sectors and reaching out to the world, few of our policemen sitting in interstate check gate dampens that very right spirit. Now my question to the concern department is it crime for me to enter my own state? Why was I treated like a criminal? Why the visitors are paraded and herded like cattle?? Why are we forced to stand in queue under the sun and rain? Why are we being intimidated with the harshest of the language?? Is this the standard operating procedures that police apply for mere ILP checking?
Therefore it is my earnest request to people who are at the helms of affairs, if not change kindly modify your standard operating procedures for security checking. Make it more people friendly and call back such personnel from all designated check posts and send them to serve somewhere else that suit his or her style of working.
We cannot afford to have such fickle minded, arrogant, uncivilized and unprofessional personnel posted in the check gate doing their best to defame and degrade the good reputation of the state in front of the visitors and guests from the outside.

The poor are real victims who are not even aware of their basic rights enshrined in the constitution. So various Unions/Associations should join hands to resolve the problems afflicting the district.
Thus it’s my humble appeal to the Legislators of Longding that issues pertaining to the well being of the district may be brought up in the ongoing Assembly Session.

Dear Editor,
Through your esteemed daily, I would like to highlight the grievances of people of Dollungmukh circle, Lower Subansiri district which comprises of four Gram Panchayat Segments and spreads over eleven villages.
It is to bring to the notice of the Department of Agriculture Horticulture and Animal Husbandary & Veterinary that Dollungmukh circle is reeling under darkness and deprived at these sectors. The daily needs and economy of the area depend mainly on agriculture, horticulture and animal farming.
The vast fertile land in Dollungmukh suitable for cultivation and farming could not yield successfully because of the various reasons including crop damages and lack of technical support. The crop such as paddy, maize and millet etc get damaged because of lack of knowledge about the use of fertilizers and pest control management.
People of the area wish for technical support to their approach and encouragement
towards horticulture development. The area is very near from the national highway

The case is same with the Animal husbandry and farming which need to be taken care of by the concern department. Dollungmukh circle is very far from its Administrative headquarter, Raga.
Officers and officials posted at Raga seem to find it difficult to cover the distance to Dollungmukh circle. Posting of HDO, ADO, VO in Dollungmukh would help the area immensely.
However, it is resented that there is lack of infrastructure and govt accommodation. So steps have to be taken to build necessary infrastructure.
This is humble approach and request to the Department concern and the Government to initiate measures to resolve the issue for the benefit of the rural poor of the area.

success stories, the one that stands apart is the success story of civil services
exam topper Ira Singhal, which is truly very inspiring for she has done the nation
proud by being the first physically challenged woman to crack the civil service examination
by overcoming her physical limitations (spine related disorder) which could have
stopped an ordinary person from aiming such a big goal. As Dr. Kalam says “Only Small
aim is the biggest crime.” Ira had a magnificent obsession & with a dogged determination
